Richard Edward Lloyd Maunsell was born in 1868. He worked for H A Ivatt at the Inchicore works of the Great Southern and Western Railway (GS&WR) before moving to the Lancashire & Yorkshire Railway (L&YR) and spending some time in India. After a short spell back with the GS&WR he moved to the South Eastern & Chatham Railway (SE&CR), where he produced famous locomotive classes, including the 'Rivers'. He remained with the company when it became part of the Southern Railway (SR) in 1923, retiring in 1937.
Maunsell was responsible for a number of steam locomotive designs, including the SE&CR's ill-fated K class 2-6-4T (the 'Rivers'), N class 2-6-0, U class 2-6-2T, L1 class 4-4-0 and the W class 2-6-4T. He was also responsiblr for rebuilds, such as the S class 0-6-0ST and the 4-4-0s of classes E1 and D1. Among the proposed locomotives which were never built was a 2-8-0T yard shunting design of 1919.
